根據(jù)關(guān)于外國人來華工作的許可制度規(guī)定：外國語言教學(xué)人員屬于B類外國專業(yè)人才。在中國國內(nèi)上崗，必須取得工作許可，原則上應(yīng)從事其母語國母語教學(xué)，取得大學(xué)學(xué)士及以上學(xué)位，具有2年以上語言教育工作經(jīng)歷，如果取得所在國教師資格證書或取得符合要求的國際語言教學(xué)證書的，可免除工作經(jīng)歷要求。

 

According to the relevant laws and regualtions of the People's Republic of China on the work permit  for foreigners coming to China, foreign language teaching personnel is of Class B foreign professionals and they must obtain work permits to work in China.  In principle, they shall engage in mother tongue teaching in their native countries,and they shall obtain bachelor's degrees or above from universities, and have more than 2 years of working experience in language education.

根據(jù)央視新聞7月的報道，山東一幼兒園被曝光發(fā)生一起外籍教師猥褻女童事件，目前該外教已被依法批捕。外教的負(fù)面新聞頻頻被曝光。最近江蘇徐州的7名英語外教就因吸毒被抓。

 

According to CCTV News in July, a foreign teacher molested a girl in a kindergarten in Qingdao, Shandong Province, and the foreign teacher has been arrested in accordance with the law. This is not the first time to expose the negative news of a foreign teachers. Recently, seven English foreign teachers in Xuzhou, Jiangsu Province, were arrested for drug abuse.

 

越來越多家長的投訴，稱一些培訓(xùn)機(jī)構(gòu)的外籍教師不合格，甚至有一些是游客身份。

 

The notice was issued after the Department received a growing number ofcomplaints from parents that some foreign teachers in some training agencies were not qualified, and a few of them were tourists.

 

根據(jù)省教育廳通知的要求，全省各高校、中職學(xué)校、中小學(xué)、幼兒園和相關(guān)培訓(xùn)機(jī)構(gòu)，在9月15日前必須對所有外籍教師進(jìn)行背景調(diào)查并建立專檔。

All universities, colleges, schools, kindergartens and related training agencies are required to check on the backgrounds and establish special files for all foreignteachers before Sept 15.

 

《通知》稱，這些檔案將被報送到廣東省教育廳、當(dāng)?shù)乜萍疾块T、公安部門和外專局。

The documents shall be sent to local departments of education, science and technology, public security and foreign experts affairs according to the Notice.
